Why We're Raising Funds
The Las Vegas Civilian Employees Protective Association (LVCEPA) is being formed to usher in a new era of integrity, transparency, and accountability for the civilian employees of the Las Vegas Metropolitan Police Department. This new Association is being built from the ground up by dedicated volunteers who believe that every civilian employee deserves a voice—not just those within the inner circle of current leadership.
LVCEPA exists to eliminate the corruption, favoritism, and lack of responsiveness that has plagued our current representation. We are committed to ensuring no member is left behind, and we are embracing modern tools and technology to improve communication, reduce costs, and increase operational efficiency.
Unlike the existing organization (LVPPACE), which has benefited from millions in members' dues over the last 20+ years, our movement is powered entirely by volunteer labor and personal contributions. Founding members have already covered costs for printing, postage, travel, and other business expenses—because we believe real representation shouldn’t come with strings attached.
Your support is vital. Funds raised will go directly toward:
- Collecting authorization signatures to initiate a democratic vote
- Hiring legal counsel to ensure compliance and protect member interests
- Organizing outreach and communication with fellow employees
Our goal is simple: to hold a fair and legal election that gives every civilian employee a choice in who represents them in collective bargaining. If you’ve ever felt that your voice has been ignored, or that LVPPACE has done nothing on your behalf, now is the time to act.

After Robert Beck and Shane Sayles began informing members of LVPPACE's misconduct, the Board—led by ex-President Carla Scott—removed them from the Association entirely. The reason is simple: the Board of LVPPACE does not believe you are entitled to learn the truth about the Association you pay to operate.
Feel free to donate anonymously—we know the Board is willing to remove any member who does not fall into line! But remember: the more members that organize, the less power they have. Imagine if 1,000 members all donated. Could they eject all of them?
